Authorizes the Department of Finance and Administration to sell eight parcels of Delta State University property in Cleveland, Bolivar County, Mississippi (located on McClain Avenue and Shumate Circle) at fair market value determined by averaging at least two certified appraisals.

Requires that proceeds from the sale of Delta State University property be deposited into a special fund and expended only for the benefit of Delta State University.

Authorizes the Department of Finance and Administration to donate Moon Lake Park (645 acres) in Coahoma County to the Board of Supervisors of Coahoma County, contingent upon the Commission on Wildlife, Fisheries and Parks certifying that related projects have been abandoned.

Authorizes the Department of Archives and History to extinguish conservation easements granted by The Friends of the Siege and Battle of Corinth, Inc. when necessary for use or ownership by the United States National Park Service.

Amends Section 6, Chapter 561, Laws of 2009 to require the Department of Finance and Administration to convey a 4.30-acre block in Jackson, Hinds County bounded by Hamilton, Lamar, Griffith, and North West Streets to the Mississippi Transportation Commission.
