Creates the Traffic Safety Violator Course Study Committee composed of House and Senate Transportation Committee leadership, a justice or municipal court judge, a traffic safety course industry representative, and the Commissioner of Public Safety to study and make recommendations on traffic safety violator courses.

Committee must file a report with legislative recommendations to both House and Senate Transportation Committees for the 2012 Regular Session and dissolves upon presentation of final report.

Amends Section 63-9-11 to eliminate the fee defendants must pay to participate in a traffic safety violator course to prevent a violation from appearing on their driving record.

Eligible defendants with valid Mississippi driver's licenses and no prior traffic convictions within three years may complete at least four hours of a court-approved traffic safety course to have charges dismissed and maintain a clean driving record.

Committee members serving between legislative sessions may receive compensation as discretionary days under Section 5-1-47 with approval of the appropriate House or Senate committee.
