Creates a 15-member advisory committee to study areas of Mississippi underserved in retail availability of fresh fruits, vegetables, and other healthy foods, and the impact on nutrition, obesity, and chronic diseases.

Committee membership includes the State Health Officer, Medicaid Executive Director, Commissioner of Agriculture and Commerce, legislative committee chairs, two House members, two Senate members, one county supervisor, one municipal mayor, and a registered dietitian appointed by the Governor.

Committee must meet within 60 days of the act's effective date, investigate food retail availability, and develop recommendations and implementation plan for a statewide financing program to bring fresh food retailers to underserved areas.

Committee shall submit a report to the Legislature by December 1, 2011, detailing costs, benefits, feasibility, and implementation plan for the statewide financing program.

Committee members receive no compensation or expense reimbursement, and the committee dissolves after submitting its report.
