Creates the Mississippi Windstorm Mitigation Coordinating Council to develop a comprehensive approach for windstorm mitigation, consisting of the Commissioner of Insurance, representatives from the Windstorm Underwriting Association, property and casualty insurers, insurance producers, home builders, and other stakeholders

Establishes the Mississippi Windstorm Mitigation Fund in the State Treasury to receive legislative appropriations and public/private contributions for grants, education programs, training local officials, and other windstorm mitigation efforts

Authorizes the Mississippi Windstorm Underwriting Association to enter into contracts with third parties, including the new council, for developing and implementing windstorm mitigation programs

Designates $250,000 annually from both the Municipal Fire Protection Fund and County Volunteer Fire Department Fund for training personnel on building code compliance or windstorm mitigation programs approved by the Commissioner of Insurance

Expands permissible uses of existing fire protection funds to include windstorm mitigation programs, with unused designated funds returning to the original fire protection fund for distribution
