Prohibits use of state aircraft for any purpose other than official business of the state, requiring state officers and employees to file statements describing the purpose of aircraft use before flights.

Establishes penalties for unlawful aircraft use including fines up to 10 times the actual operating cost, imprisonment up to one year, mandatory employment termination or removal from office, and immediate office vacancy.

Prohibits statewide elected officials from using state-owned vehicles for commuting to and from their residence and office.

Requires the Department of Finance and Administration to establish policies and priorities for state aircraft use limited to official business and authorizes immediate seizure of vehicles found in violation of fleet management rules and regulations.

Effective July 1, 2011.
