Establishes sentencing guidelines for synthetic cannabinoid offenses based on weight, with penalties ranging from fines for 30 grams or less to 10-30 years imprisonment for 5 kilograms or more.

Designates the act as the "DeWayne Crenshaw Act" in honor of an individual.

Takes effect immediately upon passage.
