Requires the Chief of Patrol/Director of the Mississippi Highway Safety Patrol to be an active, sworn officer with at least 15 years of experience with the highway patrol and not retired, effective December 31, 2011

Adds a bachelor's degree (minimum 2.0 GPA) as a standalone qualifying pathway for patrol officers, alongside existing options requiring associate degrees or law enforcement experience

Expands military service qualifications to include four years of active military duty with a DD214 or six or more years in the National Guard

Requires the Chief of Patrol to execute a $5,000 surety bond conditioned on faithful performance of duties, subject to commissioner approval
