Adds ad valorem appraisers holding the MAE (Master Assessor/Appraiser Examiner) designation from the Mississippi Department of Revenue to the list of professionals that county boards of supervisors may contract with for professional services.

Allows boards of supervisors to request and consider the price of services during initial and subsequent contacts with professionals, notwithstanding any other provision of law.

Requires boards of supervisors to document in their minutes that professional services are necessary and in the county's best interest before entering into contracts.

Contracts for professional services must be approved by the board's attorney and recorded in the minutes.

Effective date is July 1, 2011.
