Motor vehicles on private property may not be towed except when authorized by the vehicle owner, lienholder, property owner, or other local, state, or federal law.

Scrap metal processors and used motor vehicle parts dealers must mail or deliver certificates of title and license plates to the Department of Revenue, or obtain an affidavit from the vehicle owner if the title is unavailable.

Amended Section 63-21-39 to allow owners without a title or with a lost title to sign an affidavit to transfer vehicles at least 10 model years old to licensed parts dealers or scrap processors, with required vehicle description and owner information.

Scrap metal processors and parts dealers must submit title cancellation documents to the Department of Revenue within 72 hours and retain copies of all transaction documents for two years.

Section 63-25-13 of the Motor Vehicle Chop Shop, Stolen and Altered Property Act regarding the sale of vehicles to scrap processors is repealed, effective July 1, 2011.
