Authorizes the Department of Finance and Administration to donate real property and improvements at Mississippi University for Women to the City of Columbus, located in Lowndes County.

Property consists of two parcels totaling approximately 15.721 acres, including Parcel 1 (approximately 3.8 acres) and Parcel 4 (approximately 0.305 acres).

Property is subject to existing easements for public utilities, drainage, rights-of-way for streets and roads, and specific utility easements held by the U.S. government, City of Columbus, and Mississippi Power Company.

If the City of Columbus ceases to use the property for its intended purpose, all rights, title, and interest revert to the State of Mississippi for the Board of Mississippi University for Women.

The State of Mississippi retains all mineral rights to the donated property.
