Prohibits any person from knowingly creating or attempting to create a human-animal hybrid, or transferring or attempting to transfer a human embryo into a nonhuman womb or vice versa.

Establishes criminal penalties of imprisonment for not more than 10 years, a fine of not more than $10,000, or both for violations.

Imposes additional civil fines of $1,000,000 or an amount equal to twice the gross gain for violators who derive pecuniary gain from the violation.

Defines "human-animal hybrid" to include eight categories of embryos with combined human and nonhuman genetic material, including hybrids created through cross-species fertilization or nuclear transfer, and nonhuman life forms engineered to contain human gametes or human-derived brains.

Exempts research using transgenic animal models containing human genes and xenotransplantation of human organs, tissues, or cells into recipient animals (other than embryos) from the prohibition.
