Amends Mississippi Code Section 47-5-947 to establish nine required components for the regimented inmate discipline program at Walnut Grove Youth Correctional Facility during the first 90 days of juvenile incarceration.

Requires comprehensive physical and mental health screening with individualized treatment plans addressing identified medical or mental health issues.

Mandates comprehensive educational assessment evaluating reading, math, science, and social studies performance; identifying exceptionalities under federal law; and assessing vocational and educational goals.

Establishes requirements for individualized educational plans, strength/talent inventories with development plans, family communication strategies, faith-based programming access, and developmentally appropriate trauma-informed and behavioral intervention programming.

Requires use of research-based interventions proven effective by the U.S. Department of Justice Office of Juvenile Justice and Delinquency Prevention and National Institute of Health to reduce recidivism; effective July 1, 2011.
