Amends school transportation vehicle requirements at railroad crossings to include stopping 15-50 feet from the nearest rail, opening the service door and driver's window, and looking and listening for approaching trains, maintenance vehicles (hi-rail vehicles and on-track machines), and signals.

Requires drivers of motor vehicles carrying passengers for hire or carrying explosives to stop 15-50 feet from the nearest rail, listen and look in both directions for approaching trains, maintenance vehicles, and signals before crossing railroad tracks.

Removes the exemption that previously allowed vehicles carrying passengers for hire or explosives to bypass stops at street railway grade crossings within business or residential districts.

Establishes penalties of $100-$250 fines for school transportation drivers who fail to follow the required railroad crossing procedures.

Effective date is July 1, 2011.
