Creates the Mississippi Interagency Council on Homelessness to establish, develop, and implement a ten-year plan to end homelessness with focus on homeless children, youth, families, individuals, and veterans.

Council must submit annual reports to the Governor, House of Representatives, Senate, and public regarding progress toward its goals and objectives.

Membership includes representatives from the Governor's office, legislative committees, state departments (Health and Human Services, Mental Health, Development Authority, Education), homeless advocacy organizations, school districts, emergency shelters, and youth/veteran/child care programs.

Council shall organize within 15 days of appointments by selecting a chairperson and vice chairperson from membership; requires majority vote for decisions and 15-day written notice before all meetings.

Members serve without compensation; council operates without state appropriations but may accept donations and grants from public or private sources; legislature provides administrative staff and support.
