Increases professional bail agent fees from 10% to 11% of bail amount (or $100 minimum), and from 15% to 16% for capital offenses or out-of-state defendants (or $100 minimum).

Requires 1% of all professional bail agent fees to be deposited into a new Mississippi Department of Mental Health Bonds Sustainability Fund in the State Treasury.

Increases clerk of court fees on criminal defendants posting bonds from 2% to 3% of bond face value (or $20 minimum), with 1% deposited into the Department of Mental Health fund.

Increases clerk of court fees on defendants posting bonds during appeal from 2% to 3% of bond face value (or $20 minimum), with 1% deposited into the Department of Mental Health fund.

Creates the Mississippi Department of Mental Health Bonds Sustainability Fund to provide operational funding for the Department of Mental Health, with unexpended funds carried forward rather than lapsing into the General Fund; effective July 1, 2011.
