Requires the State Department of Health to issue a certificate of need for 36 additional skilled nursing facility beds in Lamar County, with 30 designated as Alzheimer's care beds, creating a total 130-bed facility

Mandates certificates of need be issued within 10 working days of application submission; if not issued within that timeframe, they are automatically considered issued by law

Waives standard State Health Plan compliance requirements and formal certificate of need hearing processes for these specific bed transfers and new construction

Prohibits any restrictions on Medicaid program participation for facilities receiving these certificates of need and declares certificate of need R-0603 in full force with no authority for the Department of Health to revoke it
