Authorizes the Department of Finance and Administration to sell, exchange, lease, or use any combination thereof for the "Robert E. Lee Building" located at 239 North Lamar Street in Jackson, Hinds County, Mississippi, after consulting with the chairmen of the Senate and House Public Property Committees.

Property conveyance must include a long-term lease (up to 60 years) or lease-purchase agreement for use of all or a portion of the Robert E. Lee Parking Garage located immediately west of the building.

Department of Finance and Administration may retain an easement for historic preservation purposes in any lease or conveyance document.

Revenue from the sale shall be deposited into the State General Fund or may be used to purchase, lease, or lease-purchase other office space for state use as determined by the Department of Finance and Administration.

State of Mississippi retains all mineral rights to the property, and any contracts or leases entered into before September 1, 2012, remain in effect until expiration.
