Requires candidates to file intent and pay filing fees 60 days before general elections with appropriate state or county election commissions and executive committees, with fees ranging from $10 to $300 depending on office.

Modifies ballot format to list all candidates alphabetically without party grouping, with party designation in parentheses following each candidate's name.

Repeals sections of Mississippi Code related to partisan primary election procedures, party executive committee duties, and primary election contests.
