Creates the "Restoring the 10th Amendment Committee" composed of three House members appointed by the Speaker and three Senate members appointed by the Lieutenant Governor.

Directs the committee to study unconstitutional federal activities (laws passed by Congress that exceed federal authority under the 10th Amendment) and unfunded mandates imposed on Mississippi, specifically including legislation on health care, financial reform, and gun control.

Authorizes the committee to file legal briefs challenging the constitutionality of proposed federal rules during public comment periods and to issue subpoenas, examine witnesses, and enforce compliance with up to 10 days imprisonment.

Requires the committee to report findings and recommendations to the Mississippi congressional delegation and every regular legislative session.

Takes effect July 1, 2011, and repeals the existing legislative council provision.
