Establishes that a person contesting a municipal election must file a petition within 20 days after the election with at least two members of the municipal election commission, or with the city clerk if commission members cannot be found

Requires process of service for municipal election contests to be delivered to at least two members of the municipal election commission, or to the municipal clerk if commission members cannot be located

Mandates submission of the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for preclearance under the Voting Rights Act of 1965

Takes effect only after receiving approval under Section 5 of the Voting Rights Act of 1965
