Prohibits persons under 18 years of age from riding in any portion of a motor vehicle not designed for passenger transportation, including pickup truck beds and areas without seat belts, while being operated on public roads, streets, or highways in Mississippi.

Makes it unlawful for any motor vehicle operator to knowingly permit a person under 18 to ride in non-passenger areas of the vehicle.

Classifies violations as misdemeanors punishable under Mississippi Code Section 63-9-11.

Specifies that convictions shall not be entered on the driving record and no state assessments under Section 99-19-73 or other state law shall be imposed.

Takes effect July 1, 2011.
