Amends Section 63-13-7 of the Mississippi Code to clarify that the Commissioner of Public Safety shall exempt vehicles certified by the Federal Motor Carrier Safety Administration from state motor vehicle inspection requirements.

Exempts passenger buses and other vehicles certified by the Federal Motor Carrier Safety Administration that are subject to federal rules, regulations, and periodic inspections from Mississippi's inspection certificate requirements.

Maintains existing inspection requirements for all other motor vehicles, trailers, and semitrailers registered in Mississippi, which must be inspected annually and display official certificates.

Preserves exemptions for vehicles manufactured before 1961 and maintains special inspection requirements for school buses during July or August annually.

Takes effect July 1, 2011.
