Expands the Board of Certified Court Reporters' disciplinary authority to include uncertified court reporters, those with temporary permission, persons claiming to be certified, and those practicing court reporting without authorization.

Imposes a $500 fine for anyone practicing court reporting for remuneration without a certificate or temporary permission from the board, effective July 1, 2011, with each day of violation counted as a separate offense.

Prohibits uncertified or non-permitted individuals from bringing legal action to recover fees for court reporting services performed in violation of the law.

Defines "practice of court reporting" as making verbatim records of testimony or proceedings before state courts, agencies, or the Legislature using pen shorthand, machine shorthand, or oral stenography, including depositions.

Prohibits filing false information with the board to obtain certification or temporary permission.
