HB 1315 Summary

• Establishes an Office of Shared Services (OSS) within the Department of Finance and Administration to operate as a central business office for all state institutions of higher learning and community/junior college districts beginning July 1, 2015.

• OSS shall provide shared services including accounting, human resources, payroll/travel, and purchasing/contracting services with a phased-in implementation starting July 1, 2012 and completing by July 1, 2015.

• OSS shall serve as the purchasing agent for all perishables, food, commodities, equipment, supplies, utilities, and fuel through regional procurement offices, with petty cash purchases under $100 exempted from this requirement.

• OSS shall prepare and distribute all payroll checks and electronic funds transfers for employees at all participating institutions and administer accounts receivable, accounts payable, and budget services.

• OSS may charge fees to institutions sufficient to cover direct and indirect costs of services; institutions must comply with OSS schedules and cannot spend appropriated funds on services the OSS provides.
