Prohibits operators of moving motor vehicles on public roads or highways in Mississippi from using wireless telephones or electronic communication devices to engage in wireless interactive communication.

Defines "wireless interactive communication" as typing, sending, reading text-based communications or e-mail, or accessing Internet information with a wireless device.

Exempts hands-free devices, communication systems in commercial vehicles weighing over 10,000 pounds, and Citizens' band radios from the prohibition.

Establishes a misdemeanor violation punishable by a fine up to $100, or up to $500 if the violation occurs during a motor vehicle accident.

Requires law enforcement to note on accident reports when wireless interactive communication device use occurred at the time of an accident.
