Extends the repeal date of Chapter 913, Local and Private Laws of 2008, from July 1, 2011 to July 1, 2014, allowing the Monroe County Beautification Commission to continue operating.

Authorizes the Monroe County Board of Supervisors to create a five-member beautification commission with one member appointed from each of the five supervisors districts.

Permits the board to appropriate up to $25,000 annually from county funds for commission operations, and up to an additional $25,000 annually from the Road and Bridge Fund for beautification projects related to county roads.

Allows commissioners to be removed for failing to attend six meetings within a calendar year or for changing primary residence outside Monroe County.

Authorizes the board to adopt rules and regulations for the commission's economic and efficient management.
