Authorizes Mississippi residents to purchase distinctive motor vehicle license tags supporting the Louisiana-Mississippi Hospice and Palliative Care Organization (LMHPCO) upon payment of an additional fee.

Additional fee is collected annually at vehicle registration renewal, runs concurrently with the vehicle's license tag year, and is optional (owners may surrender the tag anytime).

County tax collectors retain $2.00 from each additional fee for the county general fund; remaining fees are remitted monthly to the Department of Revenue.

Fee distribution: $24.00 per tag to LMHPCO, $1.00 to the Mississippi Burn Care Fund, and $2.00 to the State Highway Fund.

Effective date is July 1, 2011.
