Reenacts multiple sections of Mississippi Code relating to the Department of Employment Security, workforce development, unemployment compensation, and TANF programs that were set to expire July 1, 2010.

Extends the repeal date from July 1, 2010 to July 1, 2014 for sections 71-5-503 (weekly benefit amounts), 43-17-5 (TANF benefits), and 43-19-46 (new hire reporting requirements).

Reenacts the Mississippi Comprehensive Workforce Training and Education Consolidation Act of 2004 (sections 37-153-1 through 37-153-13), establishing the State Workforce Investment Board and workforce development centers.

Reenacts unemployment insurance law provisions including employer definitions, benefit eligibility, disqualification rules, appeals procedures, and extended benefits under the Federal-State Extended Unemployment Compensation Act of 1970.

Reenacts economic incentive programs including the Mississippi Advantage Jobs Act (section 57-62), Mississippi Major Economic Impact Act (section 57-75), and Growth and Prosperity Act (section 57-80), with modifications to incentive payment calculations and project qualification requirements.
