Transfers responsibility for drawing Mississippi legislative and congressional district plans from the Joint Legislative Committee on Reapportionment to the Performance Evaluation and Expenditure Review (PEER) Committee.

Requires PEER to draw three separate apportionment plans based on criteria in descending order: population equality, contiguity, unity of counties and cities, and compactness.

Mandates submission of the three plans to the Legislature at least 25 days before scheduled adjournment of the next regular session following delivery of 2010 decennial census data.

Requires the Joint Legislative Committee on Reapportionment to approve one of the three PEER-submitted plans rather than creating its own plan from scratch.

Requires Mississippi's Attorney General to submit the act to the U.S. Attorney General or District Court for the District of Columbia for Voting Rights Act compliance; takes effect upon such approval.
