Directs surcharge proceeds from motor vehicle and traffic violations to the Integrated Public Safety Communications Fund for maintenance and operation of the statewide wireless communications system, effective January 1, 2010.

Requires the wireless communications system vendor to utilize at least one certified Mississippi-based independent company for system maintenance services, with the company having at least two years of experience maintaining communications systems in Mississippi.

Allocates surcharge revenues as follows: 50% of Mississippi Highway Safety Patrol citation surcharges to the Integrated Public Safety Communications Fund and 50% to automate citation processing; 100% of county and municipal surcharges to the Integrated Public Safety Communications Fund.

Retains 1% of surcharge proceeds in the Office of Public Safety Planning to defray administrative costs of managing the special fund.

Effective July 1, 2011.
