Creates new criminal offense of attempted murder for anyone who designs and endeavors to commit an act that would constitute homicide under Section 97-3-19, punishable by 20 years to life imprisonment

Mandates life imprisonment for attempted murder of a law enforcement officer or fireman acting within the scope of their duty

Imposes life without parole for second or subsequent attempted murder convictions

Revises aggravated assault definition to focus on attempts to cause or actually causing serious bodily injury under circumstances showing extreme indifference to human life, punishable by up to 20 years (or up to 30 years and $5,000 fine for assaults on protected classes like law enforcement, judges, teachers, and elderly/vulnerable adults)

Effective date of July 1, 2011
