Amends Section 41-7-191 of the Mississippi Code to allow all 40 beds in a psychiatric residential treatment facility in DeSoto County to be certified for Medicaid participation, removing the previous restriction limiting only 15 beds to Medicaid.

Eliminates all existing statutory, certificate of need, or written agreement restrictions on Medicaid participation for the DeSoto County psychiatric residential treatment facility, making them null and void.

Allows the facility to obtain full Medicaid certification for all 40 beds by providing written notice to the State Department of Health and Division of Medicaid, without requiring an additional certificate of need.

Authorizes up to 52 acute child/adolescent psychiatric beds in a DeSoto County hospital to participate in Medicaid, removing previous Medicaid participation restrictions on those beds.

Prohibits the State Department of Health from revoking the hospital's license based on admission of Medicaid-participating patients and eliminates Medicaid participation restrictions for any subsequent owners of the facility; effective July 1, 2011.
