Clarifies that real estate brokers and salespersons may provide opinions on property prices for prospective listings or sales, but these opinions cannot be referred to as appraisals or estimates of value.

Prohibits broker opinions of value from being used for lending purposes, litigation, or other activities defined in Section 73-35-5.

Authorizes the Mississippi Real Estate Appraiser Licensing and Certification Board to adopt, fix, and establish all rules and regulations necessary for enforcement and administration of the appraisal licensing chapter.

Allows the board to implement rules and regulations to maintain compliance with requirements of the Federal Appraisal Subcommittee of the Federal Financial Institutions Examination Council.

Effective date: July 1, 2011.
