Establishes eligibility requirements allowing individuals to participate through judicial approval or referral from pretrial diversion, probation, parole, or civil protection proceedings.

Permits problem-solving courts to provide assessment, referral, case management, supervision, judicial involvement, and program evaluation services to participants.

Authorizes problem-solving courts to hire employees, establish policies and procedures, and adopt local rules; allows courts to accept gifts, grants, and donations with funds retained in a dedicated court fund rather than lapsing to general funds.
