Amends Section 17, Chapter 1, Laws of 1865 to include Warren County in the provision for appointing commissioners to assess levee damages in the Mississippi Levee District.

Requires circuit judges in counties including Bolivar, Washington, Issaquena, Sharkey, Warren, and Humphreys County to appoint three disinterested resident freeholders as "commissioners to assess levee damages" to determine compensation for property taken or damaged for levee construction and maintenance.

Commissioners serve four-year terms and assess both the cash value of land or material used for levee purposes and damages to adjacent properties, with awards subject to appeal to chancery court and jury trial.

Authorizes the Board of Mississippi Levee Commissioners to take and use property for levee construction, maintenance, and repair along the Mississippi River and Yazoo River systems and their tributaries, with compensation determined by the appointed commissioners.

Provides commissioners compensation of per diem and mileage reimbursement from county treasuries, and allows the levee board to settle or compromise claims with property owners or their guardians.
