Creates a 22-member Mississippi Civil Rights Museum Commission composed of two representatives each from the Mississippi Department of Archives and History, Tourism Department of the Mississippi Development Authority, Mississippi House of Representatives, Mississippi Senate, Governor's office, Jackson State University, William Winter Institute at the University of Mississippi, Civil Rights Education Commission, Greater Leadership Jackson, Tougaloo College, and the Oral History Project at the University of Southern Mississippi.

Assigns the commission to the Mississippi Department of Archives and History for administrative purposes, with the department providing additional assistance upon request from the commission chair or vice-chairperson.

Charges the commission with designating a location site for the museum, devising budgets for development of the site and construction of the museum, and providing annual progress reports to the Legislature on January 1 of each year.

Requires the commission to hold its first meeting by July 15, 2011, at which members shall elect a chairperson, vice-chairperson, and secretary by majority vote, each from different agencies or organizations, serving 12-month terms.

Provides that legislative members and agency representatives receive per diem and travel expenses paid from contingent expense funds of their respective branches; effective July 1, 2011.
