Eliminates the requirement for contractors to hold certificates of responsibility for public or private projects funded wholly or partially by federal grants when federal law does not require such certificates.

Allows bids to be opened and considered from contractors without certificates of responsibility on federally-funded projects if federal regulations do not prescribe certificate requirements.

Provides that when airport authorities encounter conflicts between federal and state requirements for bids and awards on federally-funded projects, federal requirements shall control.

Exempts federally-funded projects from state contractor licensing and preference requirements, including resident contractor preferences and reporting requirements to the Department of Revenue, when federal law does not require them.
