Prohibits chancery clerks who have received average net income exceeding $200,000 per year over the preceding four years from serving as county administrator or receiving compensation for that position.

Amends Section 9-1-43 to include monies received by chancery clerks for service as county administrator within the $90,000 salary limitation for chancery clerks.

Applies the $200,000 income threshold restriction to both counties exempt from countywide road administration systems and counties required to operate under such systems.

Requires deposit of fees exceeding the $90,000 salary limitation into the county general fund on or before April 15 for the preceding calendar year.

Mandates submission of the act to the U.S. Attorney General or U.S. District Court for District of Columbia approval under the Voting Rights Act of 1965.
