Allows candidates to file for a judicial office within 10 days if the only qualified candidate dies, resigns, or is disqualified after the filing deadline but more than 60 days before the general election, provided the filing period does not extend beyond 55 days before the election.

If the only qualified candidate for judicial office dies, resigns, or is disqualified within 60 days before the general election, the office becomes vacant for the new term and shall be filled at the next regular special election day.

Excludes nonpartisan judicial elections from write-in ballot provisions when one person files as a candidate and subsequently dies, resigns, or is disqualified.

Amends vacancy procedures for circuit and chancery court judges to be filled at the next regular special election day, with the governor appointing a qualified person from the district to serve until the vacancy is filled by election.

Requires submission of the act to the U.S. Attorney General or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965.
