Amends Section 23-15-299 of Mississippi Code to allow each county board of supervisors to discretionarily extend the qualifying deadline for constable, board of supervisors, and justice court judge positions from March 1 to June 1, 2011.

Extension is permitted only if 2010 census redistricting information from the United States Secretary of Commerce has not been received by the Mississippi Governor by January 1, 2011.

The extended deadline applies only to 2011 and automatically repeals on July 1, 2012.

Candidates must still pay assessment fees to the circuit clerk of their county of residence by 5:00 p.m. on the applicable deadline, with the circuit clerk forwarding fees to the county executive committee within two business days.

Requires the Mississippi Attorney General to submit the act to the United States Attorney General or federal District Court for the District of Columbia for approval under the Voting Rights Act of 1965.
