Authorizes the Forrest County Board of Supervisors to extend the candidate qualifying deadline to June 1, 2011 for the offices of constable, justice court judge, and supervisor if the 2010 federal decennial census has not been received by the Governor by January 1, 2011.

Extension is discretionary and requires the Board of Supervisors to adopt and enter an order in its minutes to implement the deadline change.

This authority automatically repeals on July 1, 2012.

Requires Forrest County to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia in compliance with the Voting Rights Act of 1965.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965.
