Directs the Mississippi Department of Information Technology Services (MDITS) to manage one or more State Data Centers and identify opportunities for consolidation of computer hardware and software across state agencies, using virtualization technology to optimize resources

Requires all state agencies to cooperate with MDITS in consolidating shared technology components including mainframe computers, email systems, servers, data storage, and networks to reduce costs and improve interoperability

Exempts state agencies with arrest powers from the IT consolidation requirements

Prohibits state agencies from contracting with media outlets for advertising unless they conduct a needs assessment, publish a request for proposals, and evaluate proposals based on demonstrated market reach

Expands the Mississippi Accountability and Transparency Act by requiring the Department of Finance and Administration's searchable expenditure website to include grant and contract documents, funding sources, performance outcomes, and links to state audits, with data updated within 14 days and retained for 10 years
