Reenacts workforce development and employment security laws originally scheduled for repeal on July 1, 2011, making them permanent, including the Mississippi Comprehensive Workforce Training and Education Consolidation Act of 2004.

Transfers powers and responsibilities of the Mississippi Employment Security Commission to the Mississippi Department of Employment Security within the Office of the Governor.

Establishes the Mississippi State Workforce Investment Board composed of 39 voting members with majority representation from business and industry, along with designated state officials and legislative members.

Repeals the July 1, 2011 repeal date that would have terminated statutes governing the Workforce Investment Board, Department of Employment Security, and related employment and training programs.

Effective July 1, 2011, making permanent the employment security, workforce training, unemployment compensation, and economic development incentive programs previously subject to sunset provisions.
