Amends Section 41-57-23 of Mississippi Code to grant tribal courts the same authority as chancery courts to make changes or corrections to birth certificates of tribal members.

Allows tribal court members to petition tribal courts (instead of only chancery courts) to change birth dates by two or more days, change surnames, change birthplace, or make changes resulting from legitimation or filiation.

Requires the State Board of Health to comply with tribal court decrees authorizing birth certificate alterations in the same manner as decrees issued by chancery courts.

Maintains existing provisions regarding voluntary acknowledgment of paternity, rescission rights within 60 days, and the ability to challenge acknowledgments based on fraud, duress, or material mistake of fact.

Takes effect July 1, 2011.
