Amends Section 23-15-299 of the Mississippi Code to allow each county board of supervisors to discretionarily extend the qualifying deadline for county offices (constable, board of supervisors, and justice court judge) to June 1, 2011, if 2010 census redistricting information has not been received by January 1, 2011.

The extended June 1, 2011 deadline applies only to the year 2011 and automatically repeals on July 1, 2012.

Candidates for affected county offices would pay assessment fees to the secretary of the state executive committee by 5:00 p.m. on the extended deadline date if the county board of supervisors exercises the option.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for approval under the Voting Rights Act of 1965.

The act becomes effective upon approval under Section 5 of the Voting Rights Act of 1965.
