Reconstitutes the Mississippi Building Codes Council with 11 members, with new terms beginning July 1, 2011, replacing the previous membership structure

Adds representation from the Mississippi Manufactured Housing Association, Building Officials Association of Mississippi, and increases Home Builders Association of Mississippi representatives to two

Prohibits the council from enacting any ordinance, bylaw, order, building code, or rule requiring fire protection sprinkler systems in new or existing one- or two-family dwellings

Preserves authority of county boards of supervisors and municipal governing authorities to independently adopt codes requiring fire sprinkler systems in any structure

Requires the reconstituted council to hold its first meeting before October 1, 2011, and reduces the quorum requirement to four members
