Requires any person purchasing a motor vehicle without a title who intends to sell individual parts to wait 30 days before disassembling the vehicle.

Mandates notification to local police or sheriff's department with vehicle description, vehicle identification number, and photograph prior to disassembly.

Amends Section 63-21-39 to require purchasers intending to disassemble vehicles and sell parts to comply with the 30-day holding period and notification requirements.

Takes effect July 1, 2011.
