Requires county and local law enforcement agencies conducting vehicular pursuits to adopt written policies by January 1, 2012 that establish procedures for conducting these operations.

Allows law enforcement agencies to create their own pursuit policies or adopt existing model policies.

Mandates that all pursuit policies must address situations where police pursuits cross into other jurisdictions.

Subjects law enforcement agencies that fail to comply with these requirements to withholding of state funding and state-administered federal funding.

Takes effect July 1, 2011.
