Preserves minimum age requirements of 17 for males and 15 for females, with judicial waiver available for younger applicants with parental consent

Circuit clerks remain prohibited from issuing licenses to applicants who appear drunk or have mental illness or intellectual disability that prevents understanding of the request

Circuit clerks who violate license issuance requirements face misdemeanor charges with fines of $50 to $500, effective July 1, 2011
