Increases reinstatement fees for suspended driver's licenses from current amounts to $50.00 for standard suspensions and adds a $200.00 additional fee for suspensions under the Implied Consent Law or Controlled Substances Law.

Allocates one-half of the $50.00 fee revenue to the State General Fund and one-half to a newly created Highway Safety Patrol Overtime Fund for officer overtime pay.

Distributes the $200.00 additional fee as follows: $75.00 to a special Disability and Relief Fund for Highway Safety Patrol members, $75.00 to the State General Fund, and $50.00 to the Highway Safety Patrol Overtime Fund.

Creates the Highway Safety Patrol Overtime Fund as a continuing fund in the State Treasury consisting of appropriations, accrued interest, and revenue from reinstatement fees.

Effective date: July 1, 2011.
